City allows mayor to enter into ‘Listahan’ MOA with DSWD

Mayor Benjamin Magalong signed city council resolution no. 360, series of 2022, authorizing the mayor, representing the city government, to enter into a memorandum of agreement (MOA) with the Department of Social Welfare and Development Field Office-CAR (DSWD-FO-CAR) relative to the implementation of the National Household Targeting System for Poverty Reduction otherwise known as ‘Listahan’ in the Summer Capital.

The measure states that the Listahan was established by the DSWD as an information management system that assures the generation and establishment of an accurate socio-economic database of poor households.

The system is also designed to be used for evidence-based program planning and prioritization of identified poor households, the resolution adds.

Executive Order No. 867, series of 2010, provides that all national government agencies (NGAs) shall use the data generated by the system in prioritizing beneficiaries of government’s social protection programs and projects.

The DSWD-FO-CAR has earlier verbally requested the local legislature for a resolution authorizing the Mayor to enter into a MOA for the mentioned purpose, the measure discloses.

“It is deemed that the request be granted in the interest of social welfare and development in the City of Baguio,” the resolution states. – Gaby B. Keith
