City authorizes mayor to enter 4Ps with DSWD-CAR

Mayor Benjamin Magalong ratified city council resolution no. 358, series of 2022, authoring the mayor, representing the city government of Baguio, to enter into a memorandum of agreement (MOA) with the Department of Social Welfare and Development-CAR for a partnership to provide services for households who have waived Pantawid Pamilyang Pilipino Program (4Ps) in the Summer Capital.

The 4ps is a national poverty reduction strategy and human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven years to meet certain conditions for human development set by the government with the DSWD as the program’s lead government agency.

“The 4Ps is a strategy program that grants poor households financial assistance to improve their health, nutrition status and education of their children,” the measure states.

It reveals that the DSWD-CAR seeks partnership with the city government of Baguio to provide services and programs to households who have waived the 4Ps services.

“The partnership is aimed at providing the necessary support services by making it accessible and available. It ensures that the households who have waived the 4Ps program would still have the necessary support in cases of economic shock and other vulnerabilities even after the maximum period of the cash grant,” the resolution states.

It discloses that in the partnership, DSWD-CAR enjoins the city government to have clear and targeted programs to guarantee that their well-being is improved and they do not slide back to poverty.

The City Social Welfare and Development Office interposed no objection to the proposed MOA and maintains its close collaboration with the DSWD-CAR through its city link for the continuous provision of support services to the 4Ps beneficiaries, even those who have graduated or waived from the program, the measure states. – Gaby B.
