Councilor Levy Lloyd Orcales is enjoining all youth organizations and youth-serving organizations in the city to register with the City Youth Development Office – City Social Welfare and Development Office (CYDO-CSWDO) for recording and coordination purposes.

This is in compliance with Republic Act No. 10742, an act establishing reforms in the Sangguniang Kabataan creating enabling mechanisms for meaningful youth participation in nation-building and for other purposes, otherwise known as the Sangguniang Kabataan Reform Act of 2015.

Orcales said there are various youth organizations in the city that are not yet registered or affiliated with the CYDO-CSWDO, though they are actively engaging as partners and conveners of civic activities which contribute to the development of the city.

The City Government of Baguio has convened the City Youth Development Office and the LYDC-CSWDO on October 3, 2018. The LYDC-CSWDO was reconstituted on October 30, 2020, by virtue of EO No. 165, Series of 2020 primarily identifying youth organizations and youth-serving organizations as members of the city’s LYDC. The said executive order has recognized 14 members out of the 21 maximum allowed members as provided by RA 10742.

There is a need for these organizations to be registered with the CYDO-CSWDO so that they will be recognized and will be eligible to be represented in the Local Youth Development Council, Orcales stressed.

He added the establishment of a database for these youth organizations is necessary in order to have better monitoring, guidance, and coordination with them for their involvement in youth programs, projects, and activities of the city government.

According to RA 10742, β€œYouth Organizations” are those whose membership/composition are the youth, while β€œYouth-Serving Organizations” shall refer to those registered organizations whose principal programs, projects, and activities are youth-oriented and youth-related. –Jordan G. Habbiling
