CSWD OFFICER RECEIVES TOP LEADER AWARD

BAGUIO CITY – (25 June 2021) – City Social Welfare and Development Office (CSWDO) head Betty Fangasan is recognized virtually by the Association of South East Asian Nations (ASEAN) Social Workers Consortium as Outstanding leader during the celebration of the 3rd Philippine Social Worker’s Day on June 19.

The well-deserved award came after Fangasan’s term as chair of the consortium, a conglomeration of different social workers’ groups in the country. According to co-social worker Cynthia Langagan who served as executive secretary of the association, the consortium’s by laws, other records and developmental programs were put into order during Fangasan’s term of office. 

Fangasan, served as head of the CSWDO for 29 years since its devolvement from the Department of Social of Welfare and Development (DSWD) in 1992. During her term, packaged social protective services to marginalized sectors were delivered; and social welfare facilities such as the Silungan Center, Bahay Pag-asa, social development center, youth auditorium, senior citizen day center, youth home and family resource centers were established and constructed, with her at the helm.

Additional social services for the disadvantaged community, women, youth, children, senior citizens, victim of natural and man-made calamities were also implemented during her years of service; with livelihood programs, country and emergency welfare, programs and provision of shelter for clients, among others.

Fangasan has received numerous local and national awards: honors and recognition from co-workers as Best Social Worker and Josefa Llanes Escoda thru the Association of Social Welfare and Development Officers – Baguio Benguet Chapter and national category; as outstanding public employee and outstanding citizen from the Baguio Filipino-Chinese community; Gintong Tala luminary award from the city’s elderly community; a plaque of appreciation from San Luis; for high performance and timely submission of reports to the head office and the Plan International; among many others.

She is also a member and at the same time, serves as officer in various organizations; Balikatan, Magnolia Lions, Zonta, Young Men’s Christian Association (YMCA), Philippine National Red Cross (PNRC), Brotherhood of Christian Businessmen and Professionals, Baguio Elderly Assembly, Association of Social Welfare and Development Officers, local and national level.

As an incessant worker for her department, Fangasan has undergone local and international trainings which enhanced her leadership skills and empowered the sector she represents.   

Born in Bontoc, Mt. Province, Fangasan is a graduate of St. Vincent elementary and high school; an alumna of the Saint Louis University (SLU) with a degree in Social Work, and masteral degree from UNP.

She has also represented the Philippines in social work conferences in Malaysia, Thailand, Indonesia and other countries.

She is married to Engr. Calvin Fangasan with two grown-up children and grandchildren, and a resident of Pinsao, Baguio City. – Julie G. Fianza
