City launches open data portal for monitoring of infrastructure projects
Baguio City residents can now conveniently monitor infrastructure developments and access essential public service portals through the city’s newly enhanced website: data.baguio.gov.ph.
The platform, developed by the city’s Management Information Technology Division (MITD), serves as a centralized hub for infrastructure project updates, strengthening transparency, accessibility, and community engagement in local governance.
A major highlight of the website is the Project Reporting and Integrated Supervision Management (PRISM) portal. PRISM provides the public with information on all planned and ongoing infrastructure projects in the city.
Residents can view the number of projects, their locations or coverage areas, total appropriations, budget allocations, and the current status of each project.
To further promote transparency, the system also allows citizens to upload photos or submit reports if they observe anomalies or issues with a certain project, enabling the community to actively monitor progress and help ensure that projects are properly implemented on the ground.
The website also includes the Baguio City Apprehension Portal (BCAP), where motorists and residents can check traffic violations, apprehensions, and areas with high rates of violations.
Another key component is the Baguio Medical Record System (BMRS), which provides public access to medical statistics such as total consultations, age demographics, and common medical conditions.
City Administrator Vittorio Jericho Cawis said the launch of data.baguio.gov.ph reflects the local government’s ongoing commitment to transparency and open governance, ensuring residents have easy access to information, particularly on infrastructure projects.
He also said that further improvements are being considered, including the addition of project completion percentages and other practical features.
Residents are encouraged to explore the website and familiarize themselves with its features, particularly the PRISM portal which plays an important role in promoting transparency and participatory monitoring.
The launching of the Open Data Portal aligns with Baguio City’s commitment as a member of the Open Government Partnership (OGP). As part of OGP’s global movement for more open, accountable, and participatory governance, the city aims to empower citizens with access to public data and opportunities to co-monitor government projects. – Ariel Biala & Juby Cayat
