Ifugao adopts national IATF guidelines

LAGAWE, Ifugao, Feb. 5 (PIA) – – Governor Jerry Dalipog  has issued Executive Order No. 03 series of 2021  adopting  the Inter-agency Task Force guidelines under the new general community quarantine (GCQ)  from February 1  to 28.

 “A continuous practice of these guidelines in accordance with all orders released during the period of GCQ is imperative and vital for the preservation of our community’s health, safety and welfare,” Dalipog stated.

 The Philippine National Police (PNP) are empowered to ensure that the implementation of these guidelines is carried with utmost consideration for the order, safety and security of all persons involve.

Under the guidelines, all person within the province must wear face masks/face shield at all times and strictly observe physical distancing whenever outside of their residences. Any person below 15 years old, those who are 65 years old and above, those with immunodeficiency and pregnant women shall be required to remain in their residences at all times.

 The movement of all person shall be limited to accessing essential goods and services and for work in the office or industries permitted to operate hereunder. Provided that movement for leisure purposes shall not be allowed.

 Work in the government offices may still be at full operational capacity or under such alternative arrangement, in accordance with the Civil Service Commission rules and regulations. Other office requiring employees to report physically may be provided transport services.

 Public and private construction projects will be allowed but with strict compliance to the construction safety guideline issued by the Department of Public Works and Highways for the implementation of infrastructure projects during the COVID-29 pandemic.

 Face-to-face classes shall be suspended. For higher education, the recommendation of the Commission on Higher Education shall be adopted. For technical vocational education and training of the Technical Education and Skills Development Authority (TESDA), training and assessments maybe conducted subject to public health guidelines.

 All permitted establishments and activities shall be allowed to operate or be undertaken at full operational capacity adhering to the health protocols and other guidelines. Mass gatherings such as but not limited to concerts, sporting event, other entertainment activities, community assemblies and non-essential work gatherings shall be prohibited.

Gatherings that are for the provision of critical government services and authorized humanitarian activities while adhering to the prescribed minimum health standards shall be allowed while religious gatherings are up to 30% of the seating capacity.

 Outdoor non-contact sports and other forms of exercise such as but limited to walking, running, biking, golf, swimming, tennis, badminton, equestrian, range shooting are allowed provided, the minimum public health standards are observed. Provided further that operations of the relevant clubhouses or similar establishments, if any shall be limited to basic operations and restaurants and cafes therein are allowed to operate at 30% venue capacity following social distancing protocols and that such establishments are compliant with proper protocols prescribed by the Department of Trade and Industry.

 Sectors of public transportation shall be allowed to operate at such capacity and protocols in accordance with guidelines issued by the Department of Transportation. 

Movements of all types of cargo, trucking and courier delivery of food, essential goods, basic commodities, agriculture inputs and products shall remain unhampered provided only a maximum of five personnel shall operate the cargo, trucks and delivery vehicles. Movements of identified authorized persons outside their residences shall be permitted.

Dalipog directed the provincial information office, police provincial office, all members of the Provincial COVID-19 Task Force, municipal mayors, punong barangays and all other concerned to cause the widest dissemination of the order, (JDP/MBL- PIA CAR, Ifugao)
