CORDILLERA’S OWN: PRO CAR CELEBRATES THE ILLUSTRIOUS 36-YEAR CAREER OF PLTGEN EDGAR ALAN O. OKUBO

In celebration of an illustrious career and decades of selfless, distinguished service to the nation, the Police Regional Office Cordillera Administrative Region (PRO CAR) hosted a heartfelt retirement honors ceremony for PLTGEN EDGAR ALAN O OKUBO, Deputy Chief PNP for Operations (TDCO), held today, May 21, 2026.

The retirement honors, held at the Masigasig Grandstand in Camp Major Bado Dangwa, La Trinidad, Benguet, were presided over by PLTGEN BERNARD M BANAC, the Acting Deputy Chief PNP for Administration (TDCA), and were attended by the PRO CAR Command Group, Regional Staff, Chiefs of the Regional Support Units, Special Staff, other PRO CAR key officers, TDCO personnel, and his family, relatives, friends, and classmates from the PNPA “Tagapagpatupad” Class of 1992.

Upon his arrival, PLTGEN OKUBO and his family were warmly welcomed by the men and women of PRO CAR, led by the Regional Director, PBGEN ERICSON D DILAG. He was greeted by the vibrant sound of gongs and a traditional welcome dance performed by the PRO CAR Cultural Dancers—a fitting tribute to a proud kailyan returning home to the Cordillera.

As part of the highlights of the ceremony, PLTGEN OKUBO was awarded the Medalya ng Katapatan (Distinguished Service Medal), the PNP Special Service Medal (Medalya ng Pambihirang Paglilingkod), the PNP Service Medal (Medalya ng Paglilingkod), a Command Saber, a gallery of awards, and other mementos in recognition of his more than 36 years of dedicated service to the PNP. His father and children were also presented with Plaques of Appreciation for their unwavering support.

In his message, PLTGEN OKUBO expressed his profound gratitude as he bid a sentimental farewell to his distinguished career in the PNP. He offered his deepest appreciation to his family for their unconditional love, strength, and sacrifices behind the scenes, as well as to the mentors and colleagues who stood by him and guided him throughout his journey.

“A reminder on leadership and mentorship within our ranks: We must continue to guide, motivate, and mentor our junior police officers toward righteous deeds. True leadership means moving away from the mindset of ‘do what I say, not what I do.’ Let us consistently guide our juniors in doing what is right and honorable for the organization,” he added.

Following his message, PBGEN AARNIE V OLIQUIANO, Deputy Chief of the Personnel Specialist Division, DPRM, read the retirement order, while PEMS MARLON I LAYNO, Force ESPO of the Special Action Force, led the lowering and encasing of PLTGEN OKUBO’s personal flag.

The ceremony concluded with the retirement of the PNP badge, read by PMAJ JHON FELIX G PASCUAL JR, Senior Aide-de-Camp to TDCO, with PLTGEN BANAC accepting PLTGEN OKUBO’s badge as a symbol of his official retirement from the PNP service. (RPIO PRO CAR/ File Photos)
