City Hall undergoes clean-up

The more than 2,000-strong local government unit of Baguio declares war against office clutter with a big clean-up day as launching on Friday, Sept. 17.

The program was announced by Engineer Jhomer Zamoranos of the City Environment and Parks Management Office (CEPMO) during the Executive Legislative meeting after the regular flag raising ceremony, Sept. 6, 2021. 

Present during meeting were Mayor Benjamin Magalong, City Administrator Bonifacio dela Pena, Vice-Mayor Faustino Olowan, several councilors and department heads.   

According to Zamoranos, the key point in the implementation is starting small and easy, slowly and steadily in reducing clutter and waste. The benefits of the program would be an increase in productivity, better quality of service and greater client satisfaction, reduction of wastage of resources, increased safety, and boosting of morale with staff involvement, he added. An office staff would focus on the client’s need instead of being pre-occupied with other documents on his office table or things within sight, Zamoranos said further.    

Zamoranos urged everyone’s participation, with those in the upper echelon taking the lead as strong sponsorship, leadership and good example of the local chief executive matters in the clean-up program.

The clean-up roadmap includes improvement through a “before and after” scenario, audits, good documentation, competition, visits by external consultants; an introductory “sort,” “set,” and “shine.” The later situation is conducted within a month and-a-half; with a commitment and self-plan executed on specific dates and followed step-by-step by the employee.              

According to Zamoranos a quality workplace team schedule of activities was done with a creation and training of a core team, training of department representatives, cascading and crafting of quality workplace standard, appraisal, soft launching, executive briefing, promotion and advocacy, within a month.

Other activities include keeping the clean-up running, and conduct of regular checks and audits, Zamoranos ended.

The core team members from various offices were presented during the meeting.

The clean-up coincides with the Safety Seal Inspection of the local government which initiates the use of touchless contact tracing and minimum health protocols; good air exchange or ventilation; and other safety measures. – Julie G. Fianza, 16.Sept.2021
