89 Former CTG Members Withdraw Support, Pledge Loyalty to Government in Ifugao

The PRO CAR continues to strengthen its active support to the anti-insurgency campaign as 89 former members of the Communist Terrorist Group (CTG) formally withdrew their support and pledged allegiance to the government during a ceremonial mass withdrawal held today, March 27, 2026, at the Municipal Gymnasium in Barangay Poblacion, Tinoc, Ifugao.

The ceremony was graced by Hon. Jerry U. Dalipog, Governor of Ifugao, who served as the keynote speaker. Also, in attendance to show their support were Hon. Solomon R. Chungalao, Congressman of Ifugao, and Hon. Samson C. Benito, Municipal Mayor of Tinoc.

The Regional Directors and representatives of concerned government agencies, including DILG CAR, DOLE CAR, NICA CAR, DSWD CAR, TESDA CAR, OPAPRU CAR, and the Local Amnesty Board CAR, joined them.

Representing PRO CAR were PBGEN ERICSON D DILAG, Regional Director; PCOL LEDON D MONTE, Deputy Regional Director for Operations; PCOL NIXON L LAOYAN, Chief of the Regional Intelligence Division; PCOL JEREMIAS G OYAWON, Provincial Director of the Ifugao PPO; PLTCOL LAURENTE A ACQUIOT, Officer in Charge, Regional Intelligence Unit, and PLTCOL JOEY JONATHAN B BAGAYAO, Acting Force Commander of RMFB15.

Also present from other uniformed services were LTC ALVIN S. CARDENAS INF, Commanding Officer of the 54IB; LTC EDWIN S DUCLAN INF, Commanding Officer of the 102IB; and PCPT VON ROMMEL TAMAYO of the 11SAB, PNP SAF.

These officials personally welcomed the former CTG members as they transitioned from lives of insurgency to becoming productive partners in nation-building. The 89 were militiang bayan, members of Sangay ng Partido sa Lokalidad, and regular New People’s Army members.

During the ceremony, the former CTG members took their oath of allegiance, committing to support the government’s peace and development initiatives. As a sign of sincerity, they surrendered the following:

· One Cal. 5.56 M16A1 Colt rifle

· Two rifle grenades

· One long magazine for M16

· 27 rounds of live ammunition for M16

· One Cal. .38 Colt revolvers with five rounds of live ammunition; and subversive documents

The surrendered firearms, ammunition, and documents were received by PBGEN DILAG and the aforesaid AFP commanders.

In a symbolic act, the former CTG members burned their former organizational banners, signifying their willingness to cooperate with authorities to sustain peace and prevent the resurgence of insurgent activity in the area.

The former rebels will benefit from government reintegration programs under the Enhanced Comprehensive Local Integration Program (E-CLIP) and the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC), which provide livelihood assistance, financial aid, and social services to support their transition into productive members of society. This milestone underscores the government’s continuing efforts to address insurgency through inclusive peace-building initiatives.
