Mayor reconstitutes City Nutrition Council

The city government recently reconstituted and strengthened the Baguio City Nutrition Committee in support of the city’s nutrition programs and interventions.

Under Executive Order No. 159, series of 2025 signed by Mayor Benjamin B. Magalong, the reconstituted executive committee will be composed of Mayor Magalong – chairperson; members include City Health Officer and Dra. Celiaflor Brillantes; Milicent Carino – City Director of the Department of Interior and Local Government Baguio field office, Councilor Elmer Datuin, chairperson of the Committee on Health, Sanitation and Environmental Protection, Councilor Edison R. Bilog, Chairperson of the Committee on Employment, Livelihood and Cooperatives; Councilor Rocky M. Aliping, president of the Liga ng mga Barangay; Councilor John Rhey Mananeng, president of the Sangguniang Kabataan Federation; Soraya Faculo, Schools Division Superintendent; Felicitas Bandonil, Provincial director of the Baguio-Benguet office of the Department of Trade and Industry; City Social Welfare and Development Officer Liza Bulayungan; City Planning and Development Coordinator Arch. Donna Tabangin; City Veterinarian Dr. Silardo Bested; City Budget Officer Leticia Clemente; Dr. Larry Haya, Jr., Medical Center Chief of the Baguio General Hospital and Medical Center; City Disaster Risk Reduction and Management Officer Engr. Charles Bryan Carame; Rolyn Cadalig, Health Director, Mountain Province Mission; Dr. John Tinoyan, chairman of the board, Baguio City Nutrition Multipurpose Cooperative; Dr. Jovy Ybanez, president, Philippine Dental Association – Baguio City chapter; Alejandro Pablico, president of the Association of Private School Administrators; Peter Wasing, president of the Parents-Teachers Association Federation; Lolit Castro, president of the KALIPI Federation; Laureto Alinao, head officer, Office of the Senior Citizens Association and Edita Ibarra, president of the Federation of Baguio Senior Citizens Association.

The technical working group (TWG) will be headed by City Nutrition Action officer and City Health Officer Dra. Celiaflor Brillantes while the secretariat will be composed of the City Nutrition Program Coordinator and the District Nutrition Program coordinators.

The technical representatives shall include Joseph Lopez, Dominga Dawe, Cynthia Cadawan, Ellen William, Georgina Ngulab, Briccio Domondon, Michelle Agbuya, Aillen Refuerzo, Bruce Colewan, Ricky Ducas, Jr., Rommel de Guzman, Marcelina Tabelin, Christopher Teoxon, May Mamungay, Bridget Guilod, Judith Maingpis-Tacudog, Alejandro Pablico, Peter Wasing, Lolit de Castro, Laureto Alinao and Edita Ibarra.

Among the functions of the committee are to develop and integrate the city nutrition action plan into the local development plans; formulate local nutrition policies based on national frameworks and local needs; coordinate activities of various sectors involved in nutrition; supervise and support the implementation of nutrition and nutrition-related programs; mobilize resources for program implementation; monitor and evaluate the progress of the nutrition program and implement strategic enhancements and innovative approaches in its management to effectively address emerging needs and evolving demands; conduct regular meetings to assess plan implementation; designated as the nutrition cluster during emergencies and disasters; strengthen the barangay nutrition program by providing for barangay nutrition scholars; organize capacity building activities, including trainings and technical assistance, to equip barangay nutrition scholars and barangay nutrition committee members in the implementation of programs and monitor and evaluate barangay nutrition committees, nutrition program coordinators and barangay nutrition scholars. – Dexter A.
