With investments in high-value industries expected to accelerate the growth of New Clark
City and other economic zones, the Bases Conversion and Development Authority (BCDA) is
working with TOTALPower Inc. to explore scalable energy solutions that can support the
increasing power requirements of present and future locators.

On Thursday, 08 October, BCDA President and Chief Executive Officer Joshua M. Bingcang
and TOTALPower Inc. Chairperson Juanito C. Tan Jr. signed a memorandum of
understanding for the conduct of preliminary technical discussions, feasibility studies, and
other exploratory activities concerning potential energy infrastructure projects within
BCDA-administered properties.

Among the proposed projects of TOTALPower is an embedded liquefied natural gas (LNG)
engine power plant within New Clark City, with an initial installed capacity of 70.8
megawatts, expandable depending on the projected power requirements of New Clark City
and its locators.

“As New Clark City and our other economic zones attract more investments and new
industries, we need to ensure that reliable power supply can keep pace with their growth.
We are exploring energy solutions that can meet these requirements while allowing us to
expand capacity as demand increases. This is important in supporting our locators,
encouraging more investments, and creating jobs for Filipinos,” said Engr. Bingcang.

Scalable, embedded energy infrastructure within BCDA-administered properties can help
ensure a reliable and cost-efficient power supply for expanding industries and mixed-use
developments. These efforts will also support the growth of the broader Luzon Economic
Corridor by helping attract investments, strengthen industrial activity, and generate more
employment opportunities.

“Our technical collaboration with the BCDA marks a critical milestone in securing the
energy future of New Clark City. TOTALPower is committed to deploying advanced, scalable
hybrid technologies that combine the efficiency of dual-fuel reciprocating engines with the
rapid response of battery backups,” Tan said. “By ensuring a reliable, world-class power
infrastructure, we are not just supplying energy—we are powering the long-term
competitiveness of the Luzon Economic Corridor, protecting high-value industrial
operations, and fueling sustainable economic growth for the country.”

The BCDA and TOTALPower partnership is also aligned with the Marcos Jr. administration’s
efforts to strengthen the country’s energy sufficiency and resilience by exploring solutions
that can help meet the growing power requirements of key economic and industrial hubs.
