PRO CAR Top Cop visits Apayao PPO

As part of his continuing efforts to assess operational readiness, uplift personnel morale, and ensure preparedness for the 2025 National and Local Elections, PBGEN DAVID K PEREDO, JR, Regional Director of the Police Regional Office Cordillera Administrative Region (PRO CAR), visits the Ipasindayaw Cops of Apayao Police Provincial Office (PPO) on April 8, 2025.

Upon his arrival, PBGEN PEREDO, JR was cordially received by PCOL ARNOLD D RAZOTE, Provincial Director of Apayao PPO, and was welcomed with a vibrant cultural dance performed by the Ipasindayaw Cops, showcasing the rich heritage and unity of the Cordilleran people, and a foyer honors.
A highlight of the command visit was the unveiling of the Camp Development Plan Scale Model of Camp Gov. Elias K. Bulut Sr. and Training Center, followed by the awarding of Medalya to five exemplary personnel of Apayao PPO in recognition of their outstanding performance, commitment, and contributions to effective police service in the province.


During his visit, PBGEN PEREDO, JR talked with the men and women of Apayao PPO where he emphasized the importance of the “OPKA” and the “ACCC” principles in the performance of duty as followers and leaders.
“OPKA” stands for:
– Obedience – follow lawful orders with discipline and respect;
– Patience – exercise restraint and endurance in all situations;
– Knowledge – equip yourself with the right skills and awareness; and
– Action – execute duties proactively and with integrity.
Meanwhile, “ACCC” means:
– Accountability – be responsible for your actions and decisions;
– Communication – be clear and consistent in giving instructions;
– Chances and Choices – mentor your personnel, praise their efforts, guide them, and discipline them accordingly; and
– Control – exercise self-discipline and sound judgment in every action.
The Regional Director also shared the “AAAA” principles for the personal and professional development of the Ipasindayaw cops, which stands for:
– Awareness – know where you are, where you’re going, and how to get there;
– Ability – recognize both your capabilities and limitations;
– Adjustment – be flexible and open to changes; and
– Action – execute plans with confidence and precision.

Moreover, he reminded the Apayao PPO personnel to remain steadfast in their integrity, professionalism, and commitment to public service, especially with the upcoming elections. He emphasized that patience, performance, and dedication are essential in maintaining public trust and ensuring peace and order.
