P4 Secretariat told to submit report on projects

Local legislators requested the secretariat of the Private Public Partnership for the People Initiative Selection Committee (P4-SC) to furnish and update the local legislative body with all the minutes of the committee’s previous meetings and undertakings made relative to all the projects under consideration at the committee level.

Under Resolution No. 340, series of 2022, the council stated that though Resolution No. 195, series of 2019, the body has designated representatives from the council to the P4-SC pursuant to Section 14 of Ordinance No. 61, series of 2017 otherwise known as the city’s P4 code.

The council added that the local government was able to embrace the desire of the government to tap the private sector in the implementation of development projects to help spur economic activities by virtue of the aforesaid ordinance.

Earlier, the council passed Resolution No. 339, series of 2022 designating representatives from the present batch of local legislators to the P4-SC pursuant to Ordinance No. 61, series of 2017.

During the deliberations, the council members agreed to designate Vice mayor Faustino Olowan, presiding officer and chairperson of the Committee on Appropriations and Finance, Councilor Peter Fianza, chairperson of the Committee on Laws, Human Rights and Justice; Councilor Maria Mylen Victoria G. Yaranon, chairperson of the Committee on Public works; Councilor Leandro B. yangot, Jr., chairperson of the Committee on Urban Planning, Lands and Housing; Councilor Isabelo Cosalan, Jr., chairperson of the Committee on Market, Trade and Commerce and Agriculture and the chairperson of the concerned city council standing committee which has the jurisdiction over the project subject of selection.

City Administrator Bonifacio dela Pena, chairperson of the P4-SC, earlier requested the council to pass the appropriate resolution designating the body’s representatives to the said committee.

The P4-SC will be meeting again to carry out its functions in the pre-selection and selection process of public private partnerships.

To date, there are now 2 unsolicited public private partnership proposals that are now in the negotiation stage, namely, the proposed re-development of the Baguio City public market and the intermodal terminal project.

With the new set of elected officials from the local legislative body pursuant to Ordinance No. 61, series of 2017 as amended by Ordinance No. 160, series of 2020 which provides for the composition of the P4-SC, there shall be 5 representatives from and selected by the council in an appropriate resolution who shall be designated as members of the P4-SC. – Dexter A.
