NICA national head graces groundbreaking ceremony in Cagayan

TUGUEGARAO CITY, Cagayan– The Director General of the National Intelligence Coordinating Agency (NICA), PLtGen. Ricardo F. De Leon (Ret) graced the groundbreaking ceremony of NICA-Region 02 Extension Office here, headed by Plormelinda P. Olet, the regional director. Congressman Joseph “Pulsar” Lara also attended the said activity that was held on Apr. 8, together with the numerous Regional Directors of various government agencies in Cagayan Valley. 

DG De Leon expressed gratefulness to Cong. Lara for his voluntary effort to donate funds for the construction of the extension building. “We are happy Congressman that you are showing the way for this province to progress. Iyon po naman ang ultimate goal natin. That’s the reason why symbolic po itong ginagawa ninyo that even without asking, you are already providing what is necessary. Ibabalik po natin iyong dignity ng mga tauhan natin and this is what you are going to put up here para maging productive po lahat,” he said. He urged the staff of NICA-R02 to give the utmost kind of service to reciprocate the generosity that they received.

The solon committed 10M for the project and 8.4M from the Dept. of Public Works and Highways. The accumulated funds will be for the implementation of Phase 1 only which will be constructed within seven months.

DG De Leon said that NICA was given an expanded role in cybersecurity making them the intelligence fusion both in the internal and foreign policy of the country. He said that development is crucial in addressing the challenge. He also reiterated that in line with Pres. Ferdinand R. Marcos’ call for unity, NICA’s direction is towards the creation of an atmosphere conducive to investment giving the national interest atop and foremost.

Lahat ng reports ay naririnig po natin, ipinapaabot natin sa mga policy makers at sinasabi natin, ano ba dapat, ano bang guide as a policy to ensure peace and stability? So, we are the peace advocates, ayaw natin ng kaguluhan. The President sabi nga niya, ‘always go for peace. Kung ano iyong conflict, i-resolve natin. Not towards war, but towards hope, towards peace’. Iyon po ang pinakamahalaga,” DG De Leon stated.

After the activity, DG De Leon had a quick closed-door meeting with the staff of NICA-R02 before he flew back to Manila.# Mae Barangan
