City to implement civil registration program
The city government created a technical working group (TWG) and secretariat for the implementation of the ‘Bawat Sulok ay Susuyurin” civil registration program in the city.
Under Executive Order No. 156, series of 2025 signed by Mayor Benjamin B. Magalong, the TWG shall oversee the implementation of the civil registration program in the city.
The TWG is composed of City Civil Registrar Luz L. Perez who shall serve as the chairperson while the vice chairperson will be City Social Welfare and Development Officer Liza D. Bulayungan. The members of the TWG are City Planning and Development Coordinator Arch. Donna R. Tabangin, City Legal Officer Atty. Althea Rosonna V. Alberto, City Health Officer Dra. Celia Flor C. Brillantes, Chief Statistical Specialist Imelda Buyuccan, regional director Maria Catbagan-Aplaten of the Cordillera office of the Department of Social Welfare and Development, Councilor Rocky Aliping, City Public Information Officer Aileen Refuerzo and Helping Hands Healing Hearts Ministries Executive Director Claire Gina Henderson.
The mayor said that additional members may be designated as may be deemed necessary by the chairperson.
Among the functions of the TWG are to formulate and implement strategies, work plans and activities in support of the program; coordinate with barangay officials, government agencies and partner institutions to ensure the comprehensive conduct of civil registration activities, identify and prioritize areas and sectors with low or no civil registration coverage, ensure validation, data gathering and reporting are consistent with Philippine Statistics Authority (PSA) guidelines, conduct monitoring, evaluation and documentation of program accomplishments and perform other functions as may be necessary for the effective implementation of the program.
On the other hand, the Secretariat shall be composed of personnel from the City Civil Registry Office to be headed by the Assistant City Civil Registrar or his or her designated representative.
Among the functions of the secretariat are to provide administrative and technical support to the TWG; coordinate and facilitate TWG meetings, including the preparation and dissemination of notices, agenda and minutes; maintain records and documentation of all TWG activities, resolutions, reports and communications; assist in the formulation and consolidation of plans, programs and reports related to the program; coordinate with concerned offices, barangays and partner agencies in data collection and validation; monitor the progress of activities, prepare accomplishment and monitoring reports and submit the same to the TWG chairperson; provide logistical and technical support during field operations, public information campaigns and other related activities; ensure effective communication flow between the TWG, implementing offices and external partners and perform such other functions as may be assigned by the TWG chairperson.
The mayor stated that the necessary funds for the implementation of the order shall be charged against available funds of the City Civil Registry Office or other appropriate sources subject o usual accounting and auditing rules and regulations. – Dexter A. See
