City laments demise of former DENR director

Mayor Benjamin Magalong signed city council resolution no. 776, series of 2023, expressing the city’s deepest sympathies and heartfelt condolences to the bereaved family of the late Victor Toralba Carantes, retired Regional Director of the Land Management Services, Department of Environment and Natural Resources-Cordillera Administrative Region (LMS,DENR-CAR) who passed away on Dec. 10, 2023, at 78.

The measure stated that being a Land Management Office V for a long time and concurrent Officer-In-Charge, Regional Technical Director of the LMS-Baguio, DENR-CAR, Carantes was promoted as the Regional Technical Director of said office by then Pres. Gloria Macapagal Arroyo.

“As Regional Director, he helped a lot of people with real properties facilitate the titling of their lands. He effectively carried out his duties and functions as a public servant and his role as a good leader,” it disclosed.

The resolution added: “As a man of a few words who was always willing to help in whatever capacity he could, Carantes’ death is profoundly mourned not only by his family and friends but also the City of Baguio, those who knew him well, and the Cordilleran people he served best and whose hearts he touched.” – Gaby B.
