BCDA requests meeting with city government on CJH plans

The Bases Conversion and Development Authority (BCDA) requested a meeting with Mayor Benjamin Magalong to present “potential paths forward anchored on mutual and long-term benefits.”
In a letter to the mayor dated July 9, 2025, BCDA President and Chief Executive Officer Engr. Joshua Bingcang acknowledged the importance of resolving concerns on the 19 conditionalities set by the city government on the development of Camp John Hay through Resolution No. 362-1994 “for the future of CJH and the continued development of Baguio City.”
He said through the dialogue, they expect to determine “collaborative solutions that will contribute meaningfully to the city’s sustainable growth.”
In the letter, Bingcang also assured the mayor of the BCDA’s openness to forging “greater cooperation” with the city government especially after the successful and peaceful take-over of the former military reservation.
“It is timely to discuss and move towards greater cooperation between the Baguio City Government and the BCDA… to further the growth and development of CJH. We anticipate that this continuing growth of CJH will pave the way for both economic and employment opportunities for Baguio City,” he said.
Mayor Magalong last June 18 wrote the BCDA asking for its “definitive confirmation of their adherence” on the 19 conditionalities emphasizing the need for the city to know the BCDA’s stand for the alignment of the development thrusts of the two entities.
“Your response to our query will provide clearer guidance as our organization charts a more effective, sustainable and cohesive plan for the greater benefit of the communities that depend on our services and rely on our shared resources,” the mayor said.
