Baguio, PMSEA renew ties for Botanical Garden

The local government and the Philippine Mine Safety and Environment Association (PMSEA) recently renewed its previous agreement for the continued maintenance of the PMSEA Garden situated within the Botanical Garden under the city’s Adopt A Park program where volunteers are being encouraged to adopt and maintain portions of the park to sustain the beauty and grandeur of their adopted areas around the city.

The memorandum of agreement (MOA) was signed by Mayor Benjamin B. Magalong representing the local government and PMSEA president Luis R. Sarmiento, ASEAN Engineer, during simple signing rites held at the City Mayor’s Office.

The MOA signing was witnessed by Itogon Suyoc Resources, Inc. resident manager Engr. Robert Wagtingan representing PMSEA and City Environment and Parks Management Officer Atty. Rhenan Diwas representing the city.

Under the agreement, PMSEA shall continue to adopt the PMSEA Botanical Garden, including the lot adjacent to the said garden, and shall act as the development partner of the city in maintaining its cleanliness, landscaping and beautification; assist the city in the preservation of the natural view of the PMSEA Garden that include the existing trees and ornaments and other vegetative ground coverings of the area, including park facilities found in the place; introduce and provide landscape materials in the form of flower seeds and/or any other kind of planting materials that would aid in maintaining the blooming of flowers in the area; introduce improvements and/or development projects based on the approved design by CEPMO; not encumber or alienate any portion of the PMSEA Garden but to ensure its preservation and accessibility to the public and turnover to the city all accomplished projects and/or activities implemented within the PMSEA Garden upon the revocation or termination of the said MOA.

On the other hand, the city government shall exercise solely the rights and powers to review and approve whatever programs and projects undertaken by PMSEA, through the CEPMO, prior to implementation; supervise the execution of all programs, projects and activities within the area; ensure the preservation and safeguarding of all park facilities, including provision of water during dry season and pruning; allow the temporary setting up of PMSEA’s signage that complies with the specification set by the City Buildings and Architecture Office and enforcement of existing law, rules, regulations and ordinances on the management and operation of city parks which are suppletory to the said agreement.

The PMSEA adopted the PMSEA Garden way back in 2010 and was subsequently renewed every five years thereafter to date.

However, the current MOA is valid for three years renewable depending on the mutual agreement of the involved parties. – Dexter A. See
