Baguio assists Tublay in multi-hazard early warning system for resiliency

Members of the City Disaster Risk Reduction Management Council (CDRRMC) approved a resolution authorizing the purchase of a multi-hazard early warning system (MHEWS) for the Municipality of Tublay, Benguet in the amount of P1.6 million pesos.

Said amount will be charged against the Local DRRM Trust Fund of 2025 of the CDRRMC as an Inter-LGU assistance project in line with Baguio’s roadmap on its “Making Cities Resilient” (MCR) goals by 2030.

During the 4th Quarter CDRRM Full Council Meeting held Nov. 25, 2025, discussions erupted as to how and why Tublay was selected as a recipient of Baguio’s fund.

Louie Glenn Lardizabal, Local Disaster Risk Reduction Management Officer III explained that part of the mandates for the city government of Baguio to achieve MCR and to become a Resiliency Hub is to help neighboring local government units in improving their disaster response capacities as well.

“One of the requirements for Baguio City to become a Resiliency Hub by 2030 is to give aid to the other municipalities or provinces,” Lardizabal said.

He explained that in the resiliency scorecard conducted among the local government units in the Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay (BLISTT), the municipality of Tublay was identified as needing the most assistance.

“What will be given is not monetary but more on equipment, as a requirement of Stage 3 on the MCR 2030 process,” Lardizabal explained.

In addition, Baguio City through the CDRRMO will provide technical assistance to Tublay in assessing their needs and provide capacity building training to improve their systems and response protocols.

Through the United Nations DRR-MCR 2030 program, Baguio aims to solidify its position as a Resilience Hub by strengthening the city’s defenses against climate change and natural disasters through innovative technologies, data-driven systems and collaborative initiatives.

Starting with the SAGANA (Synergizing Actions for Governance, Adaptation and Native Heritage in DRRM Program) focusing on governance, adaptation, and heritage for 2025, the city will aim to achieve the MCR 2030 compliant status by 2026 and be able to extend technical support to neighboring municipalities such as LISTT in 2027.
