Management of City Multipurpose Hall with City Administrator’s Office
The local government recently transferred the administration, supervision, management and operation of the city hall multipurpose hall located at the annex building from the City General Services Office to the City Administrator’s Office.
Under Executive Order No. 170, series of 2025 signed by Mayor Benjamin B. Magalong, a transition period of 15 calendar days from January 1, 2026 is provided during which the GSO and CAdmO shall jointly ensure a smooth turnover of administrative and operational responsibilities.
The order stated that the City Administrator’s Office shall oversee all reservations, scheduling and documentation of activities conducted in the multipurpose hall; ensure proper coordination with the local government offices for the orderly conduct of meetings, events and public engagements; coordinate with the GSO and other concerned offices for maintenance, repairs, cleanliness and logistical support as may be necessary; maintain an updated utilization database or digital scheduling system for transparency and audit purposes; implement the updated guidelines on the use of the facility once issued by the city’s Local Finance Committee, including procedures for requests from both government and private offices and assign employees for technical support and manning of the facility and if necessary, initiate the hiring of job order personnel to ensure the efficient operation, monitoring and support services required for the proper use of the multipurpose hall.
On the other hand, the GSO shall continue to provide routine maintenance, janitorial services, sanitation, repairs and technical support to the facility; undertake responsibility for utilities and related operational costs of the multipurpose hall; coordinate with the CAdmO to ensure the facility remains clean, functional and properly maintained and turnover to the CAdmO all records, inventories, keys, documentation and any other materials necessary for full administrative transfer.
The Local Financial Committee was ordered to formulate and issue comprehensive guidelines governing the use of the multipurpose hall, including policies, prescription of fees, requirements and procedures for requests from private entities and other stakeholders with the rehabilitation of the said facility completed last April 2025.
The order claimed that it is deemed necessary to transfer the multipurpose hall-s day to day supervision, scheduling and management to the CAdmO with the facility now fully operational and in line with efforts to harmonize administrative procedures and centralize coordination among concerned offices.
Further, it added that the local government recognizes the need to continuously streamline internal processes to ensure efficient delivery of public services, proper maintenance of city facilities and improve coordination among offices.
The GSO has historically undertaken the administrative functions for the multipurpose hall, including maintenance, utilization oversight, and logistical support where the completion of its rehabilitation necessitates the formulation of updated guidelines on its use, including provisions covering requests from private entities by the local finance committee. – Dexter A.
