POSITIVE VALUES IN GOVERNANCE, PUSHED

06 July 2021 – “Positive Cordillera indigenous cultural values shall be incorporated in local policies and programs giving a unique and customized character of governance here in the city of Baguio.”

Thus, declared councilor Isabelo Cosalan, Jr. during flag-raising rites, July 5, at City Hall as the city celebrates the first week of July as “National Culture Consciousness Week” by virtue of Presidential Proclamation No. 1148, series of 1973. 

He said the observance aims to recognize and appreciate the Filipino people’s rich cultural heritage and the influence these diverse cultures contribute in the shaping of national and local government policies.

Cosalan disclosed the local legislature’s approval of ordinance no. 64, series of 2021, that institutionalizes the city’s values restoration and enhancement program which he points out is pivotal since the core values set by the Civil Service Commission include Cordillera cultural values.

The measure also calls for partnership with duly registered and certified service providers in giving value-laden training and development programs for city government officials and employees, he said.

“Trainings on public accountability and value enhancement are vital in transforming a city workforce to become truly efficient, responsible, and service-oriented,” Cosalan said.

He said the ordinance’s enactment was inspired by the emerging quest of citizens for positive cultural values along with constructive contemporary principles.

“When nurtured, these values and principles would provide a solid foundation not only for a good family and community but a reliable workforce especially in public service,” Cosalan said.

The measure is also a step forward towards the full realization of Baguio as a Character City, he said.-Gaby B. Keith
