Municipality of Sablan and Tublay first batch to be highlighted of Community-Based Monitoring System in stakeholders forum

BAGUIO CITY – (August 5, 2022) – In partnership with the Philippines Statistics Authority, the implementation of the Community-Based Monitoring System in the Province of Benguet is being discussed by stakeholders.

With the agreement of the PSA-CAR and the Provincial Benguet headed by Governor Melchor Diclas together with 13 municipal mayors the MOA signing was carried out on June 2, 2022 at the Hongkong Fortune Seafood, Baguio City.

A message of support of Sablan Mayor Alfredo Dacumos Jr. and Tublay Mayor Armando Lauro and  also the Representative of Provincial Director from DILG Mory Paleng, Aldrin Federico Bahit Jr. CSS-SOCD – CAR, PSA RSSO –CAR Regional Director Villafe P. Alibuyog and other stakeholders Jocelyn Martin and Ronald Sofla from Sablan and Tublay to support the implementation of the Community-Based Monitoring System with the theme: “Swak na Datos Para sa Komunidad na Mas Maayos”

According to CSS, PSA Benguet Imelda L. Buyuccan, ”This will be able to get our goal of having the quality data that will be use by every planner from the different levels of the government, from the barangay, to the municipal, provincial, regional and the national”

“Ito ang datos na inasam-asam natin na magbibigay ng boses in every household, every individual in the barangays, in the municipalities and all over the Philippines and will be able to extend to them to let everybody appreciate this CBMS,”

“The CBMS Community-Based Monitoring System if we look at history started in 1995 until now and it was cited with the office of the DILG then with the network of CBMS and now with Republic Act 11315 it was already translade the Philippine Statistic Authority to lead this CBMS,”

Today’s stakeholders forum we are highlighting the two municipalities of Sablan and Tublay and the other 11 municipalities will follow soon will do the stakeholders forum by September in preparation by October,”

But the Sablan and Tublay since the PSA funded they will do it as the first batch it will start from August 8 to October 5, 2022 and will be experiences that will be learning from this two municipalities we will be sharing it with the 11 municipalities that will go the CBMS by the next month to come which will be the second batch and other LGU funded and geotagging of government projects, natural resources and service institutions will start from October 17 to December 16, 2022 this will be approximately 52 working days including Saturdays and Holidays.

“So, this information I hope will be able to disseminate for this year the awareness of every Filipino, every household here in Baguio and Benguet to appreciate CBMS and to be able to give the needed information during data collection,”

Nancy C. Esican, SrSS, PSA-Benguet will discussed the status of CBNS overview in Benguet particular in the municipal of Sablan and Tublay

“The CBMS under the Republic Act No. 11315. “Community-Based Monitoring System” the Philippine Statistics Authority (PSA) as the lead agency to implement operations and activity of CBMS, this was signed into law by Former President Rodrigo Duterte on April 17, 2019, the IRR of the Act signed on May 20, 2020 with a regular and synchronized conduct every 3 years and each LGU is primary data collecting authority,”

“The CBMS is an organized technology-based system then involves yun collection, magko collect sila house to house and face-to-face then ipa process yun na collect na data and then validation kung may kailangan tayo i-validate sa munisipyo o sa barangay of these aggregated data maybe this is use in planning, implementation and impact monitoring at the local level, kasi yun result ng CBMS natin is up to barangay level, it aims to empower communities to participate in the process dapat yun lahat ng household or sambayanan natin ay maki participate dito sa CBMS, it involves a census of households in the community to collect individual and household-level information thru face-to-face interview,”

“Ang main objective of CBMS is to generate updated at this aggregated data necessary for targeting beneficiaries and to conduct more comprehensive, poverty analysis and needs prioritization and lastly to provide information that will be able assisted of public spending that warrants government allocation and areas in populace that are most wanting, these are the three objective of CBMS,”

“Yun presentation ng CBMS council ay binubuo ng DILG, PSA at DICT ito ang tatlong ahensiya na CBMS council na ang purpose ay to institutionalize and synchronize the conduct of CBMS partner rin natin ang PSRTI at ang SUCs at ang pinaka importante ay yun mga LGUs dahil dito manggagaling yun mga data natin,”

“Ang mga forms na gagamitin naman ng CBMS para makapag collect ng data ay ang CBMS Form 1: Listing Record of Buildings, Housing Units and Households, CBMS Form 2: Household Profile questionnaire na may 50 pages medyo matagal ang interview kaya hinihingi namin ang participation ng household natin na pagtiisan sana dahil ang interview ay it takes 1 to 2 hours in one household pero depende sa household member, CBMS Form 3: Waiver / Consent Form ito ay pipirmahan ng respondent natin, CBMS Form 4: Barangay Profile Questionnaire, ito ay sasagutan ng barangay officials, nauna ng naibigay ito sa mga barangay ng Sablan at Tublay, CBMS Form 5: Service Institutions, Infrastructure, Government Projects and Natural Resources Geotagging Form na ito ay mangyayari sa last quarter ngayon taon may mapper tayo na mag-iikot sa Benguet, at yun CBMS Form 7: City /Municipal LGU Data sheet na ipi-fill-up ng municipal LGUs, ito ang mga forms na kailangan natin i-accomplish dito sa CBMS,”

“Ang mga data items na iko collect sa 50 pages household profile yun questionnaire natin maraming mga sector ang maitatanong under sa Health, Nutrition, Water, Sanitation, Shelter, Education and Literacy, Income ito ang medyo mahirap sagutan ng mga respondent, dito natin ma emphasize na ang lahat ng data ay confidential, Employment itatanong kung ano ang trabaho nila for the past year, Security, Participation, Location, at ang status ng government projects in 3 years tatanungin rin ito sa CBMS Form 5,”

“May 3 mode of data collection pero para sa Benguet ay pinili natin yun CAPI o yun Computer-Assisted Personal Interview, na dito ay gagamit tayo ng tablet so far, kaya pati ang LGU funded kaya nila mag procure ng tablet may Computer-Assisted Web Interview at ang Paper and Pencil Interview gagamit rin tayo ng MIS o yun Management Information System kung saan dito makikita yun status o yun monitoring and management ng CBMS.

“May Reference Period tayo na July 1, 2022 (Friday) at 12:01 AM pero may mga items tayo na questions na iba ang reference period na ito ay ang Past week, Past month, Past quarter at Past Year halimbawa kung ang trabaho niya ay hindi July 1, 2022 kundi ang itatanong ay for past year kung ano ang trabaho ng household member,”

Meanwhile, the launching of the Community-Based Monitoring System Nationwide Rollout will be tackle this August 8, 2022 (Monday) which will be attended by panelists from PSA Statistician Aldrin Federico Bahit Jr., DILG Director Araceli San Jose, DICT Director Rey Parnacio, and PSA Director Villafe Alibuyog in Kapihan sa Fortune Restaurant, Baguio City. ###  Mario d.
