LGU Baguio strengthens governance through PGS

BAGUIO CITY  –  The Local Government Unit (LGU) of Baguio implements the Performance Governance System (PGS) with Organizational Development (OD) after the contract and notice to proceed was awarded in October last year.

In a report given by City Human Resources and Management Officer (CHRMO) Atty. Augustine Laban during the management committee (Mancom) meeting last week, details on the PGS, OD and the Institute for Solidarity in Asia (ISA) which works closely with both were expounded on.

Laban divulged that the PGS is a framework for transformation which empowers an institution to deliver breakthroughs and results to national development and inclusive growth through a four-stage pathway designed to “create, execute and sustain effective transformation strategies.”

The pathway coincides with the changes the city undergoes before the “new normal” with reference to the Covid-19 pandemic.

The step-by-step four-stage pathway are initiation, compliance, proficiency and institutionalization. Said process has been used for more than 100 National Government Agencies (NGAs) and local government units, it was known. Fourteen were independently verified by global experts in the Islands of Good Governance; while five were awarded membership in the exclusive Palladium Balanced Scorecard Hall for excellent strategy. The city visualizes memberships in said groups.

Atty. Laban further mentioned that PGS demands a long-term strategy to strengthen a governing institution as it pursues a vision. The vision is also to make it a reality by a definite but achievable timeline, which the local government hopes to achieve.

Several offices in the PGS circle are the Department of Transportation and Communication (DoTC), Philippine National Police (PNP), Department of Public Works and Highways (DPWH), Bureau of Internal Revenue (BIR), Department of Health (DoH) and Department of Education (Dep-Ed).

The ISA, meanwhile is a non-profit organization committed to transform the public sector and spur growth for the benefit of both government and private sector. In this situation, the government agency delivers while the citizen participates and prospers

As for OD, this is a critical and science-based process that helps organizations build capacities to change and achieve greater effectiveness by developing, improving and reinforcing strategies, structures and processes.

To achieve this; a diamond model shows tasks, people, structures and technology in each corner with interconnectivity and interaction with each other.

The LGU Baguio with a 1551-strong human resource, with an addition of 406 casual and 375 job order employees shall undergo PGS with OD through the ISA processes. Said employees make up elective, co-terminus, executives, technical, non-supervisory first and second levels, administrative-technical support, skills, trades and crafts and utility/labors positions.

To oversee the processes with be the core team of city administrator, city budget officer, planning, city treasurers, accounting, representative from the City Mayor’s Office, representative from the employees association and city human resource and management office. – Julie G. Fianza
