CITY’S WASTE DISPOSAL SITE TRANSFERRED TO TARLAC

BAGUIO CITY – (09 June 2021) – The City Council recently confirmed the contract of service for the disposal of the city’s residual waste entered into by and between the local government and Metro Clark Waste Management Corporation (MCWMC) to prevent the piling up of garbage in the identified pickup points in the barangays and the temporary waste transfer station.

Under Resolution No. 275, series of 2021, signed by mayor Benjamin B. Magalong, local legislators stated that the aforesaid contract shall be valid for 30 days reckoned from March 8, 2021 with automatic provision of extension for another 30 days and for the same succeeding period until the parties mutually agree to terminate the term.

The body pointed out that it shall be duly informed should either party decide to terminate the said contract for purposes of transparency.

Earlier, the environment department ordered the closure of the engineered sanitary landfill in Urdaneta City, Pangasinan where the city was previously dumping its residual waste after the discovery of noticeable violations of the facility management that should be corrected to prevent further damage to the environment in the area.

The city government was forced to scout for an alternative dump site for the disposal of its generated residual waste after the closure of the Urdaneta sanitary landfill.

In its Resolution No. 2021-41, the city’s Bids and Wards Committee (BAC) recommended to procure the tipping fee for the city’s residual or solid waste to direct contracting and to award the tipping fees in favor of the Metro Clark engineered sanitary landfill effective March 5, 2021.

Metro Clark Waste Management Corporation owns and operates an engineered sanitary landfill located within the Clark integrated waste management center sub-zone D, Clark Special Economic Zone, Capas, Tarlac. It was built and is being operated in accordance with the pertinent provisions of Republic Act (RA) No. 9003 or the Ecological Solid Waste Management Act of 2000.

On March 8, 2021, the council adopted Resolution No. 118, series of 2021 that authorized Mayor Benjamin B. Magalong representing the local government to enter into a memorandum of agreement with Metro Clark Waste Management Corporation or other entities offering engineered sanitary landfill services at a lower cost and closer to the city to be utilized as repository area of residual waste from the city.

Subsequently, on March 9, 2021, the local government represented by Mayor Magalong and the Metro Clark Waste Management corporation represented by Rufo Colayco entered into a contract of service which provides for a reasonable tipping fee of P650 per ton.

Prior to transferring the disposal of the city’s residual waste to the Urdaneta sanitary landfill, the local government had been patronizing the engineered sanitary landfill services of Metro Clark since the start of the city’s garbage disposal woes in 2007 where the city opted to haul out its residual waste to prevent the garbage from piling up in the different pickup points in the barangays and the established waste transfer station situated within the Baguio Dairy farm property. – Dexter A.
