CEPMO conducts seminar for barangay officials on hazardous waste

The Wastewater and Hazardous Waste Management Division of the City Environment and Parks Management Office organized an orientation seminar for barangay officials at the Baguio City Multipurpose Hall last May 5, 2022.

The event was attended by barangay officials of BGH Compound, Brookside, Holy Ghost Extension, Imelda Marcos, Lopez Jaena, Magsaysay-Private Road, Lower Magsaysay, Marcoville, Pacdal, Padre Zamora, Phil-am Compound, Pinget, Lower Quirino Hill, Middle Quirino Hill, East Quirino Hill, Salud Mitra, San Antonio Village, South Sanitary Camp, Sto. Nino-Slaughter Compound and South Drive.

The orientation started with an invocation led by Jolina Bohol, BS Chemical Engineering student followed by the welcome address of Engr. Marivic Empizo, Assistant City Environment and Parks Management Officer.

Engr. Joseph Willy, Pollution Control Officer III talks about the types of plastics, their properties and uses, benefits and limitations and environmental impacts. Willy also presented the characteristics, classifications and sources of hazardous waste, common household hazardous waste, health and environmental impacts and related policies such RA 6969 otherwise known as Toxic Substances and Hazardous and Nuclear Wastes Control Act. 

After the lecture, salient features and proposed amendments on Ordinance Numbered 35, series of 2017 otherwise known as Regulating the Sale, Distribution and Use of Plastic/Carrying Bags and Styrofoam in the City of Baguio and Executive Order 156, series of 2020 entitled Reconstituting the Plastic and Styrofoam Free Baguio Task Force was introduced by yours truly. Each barangay official was given tarpaulin on BAWAL AND PAGGAMIT NG PLASTIC CARRYING BAGS AT STYROFOAM with important provisions on the Ordinance.

Engr. Sofronio Pascua, Officer-in-Charge of the Environmental Management Division presented the important provisions of PD 1067 or Water Code of the Philippines, PD 296 likewise known as Directing all persons, natural or juridical, to renounce possession and move out of portions or rivers, creeks, esteros, drainage channels and other similar waterways encroached upon b them and prescribing penalty for violation thereof, PD 825 or Garbage Disposal Law, RA 9275 otherwise known as Philippine Clean Water Act, Ordinance Numbered 59, series of 2020 which further amends Ordinance Numbered 54, series of 1988, inland waterway provisions of Ordinance Numbered 18, series of 2016 popularly known as Environment Code of the City of Baguio, Administrative Order 43, series of 2018 entitled Creating an Inter-agency Task Force on Piggeries in the City of Baguio. Pascua also presented the sources of water pollution in the city and actions being undertaken in reducing water pollution. – Wilbur S. Suanding
