QUEZON CITY, 6 November 2026 — President Ferdinand R. Marcos Jr. has appointed Emmanuel De Leon Samson as the new Member of the Social Security Commission (SSC), the policy-making body of the Social Security System (SSS).

Samson brings to the Commission more than 40 years of senior executive experience in banking, finance, corporate governance, and risk management.

He will serve as one of the SSC Members representing the Employers’ Group. He replaces Victor Alfonso A. Limlingan Jr., whom President Marcos appointed last month as the new SSS President and Chief Executive Officer.

Extensive finance and governance experience

Samson’s career spans international and domestic banking, equity brokerage, financial planning, asset management, client relationship management, and project management.

In January 2026, he was designated Special Envoy of the President of the Republic of the Philippines to the Kingdom of Thailand.

Samson previously served as a Member of the Board of Trustees of the Government Service Insurance System (GSIS) from November 2023 to October 2025. During his tenure, he chaired the GSIS Risk Oversight Committee and the Provident Fund.

He also served as a Member of the Board of Directors of the National Reinsurance Corporation from April 2025 to October 2025.

His experience in risk oversight and corporate governance is expected to contribute to the SSC’s mandate of setting policies for the SSS and ensuring the prudent stewardship of members’ contributions and fund investments.

Leadership in banking and finance

Samson has held senior leadership roles in major Philippine and international financial institutions.

He served as Lead Independent Director of CTS Global Equity Group, the largest global proprietary trading firm in the Philippines and is publicly listed on the Philippine Stock Exchange.

Samson was also Chief Finance Officer of Nickel Asia Corporation, where he was responsible for the planning, implementation, and management of the company’s finance activities, including budgeting, forecasting, treasury, and risk management.

Earlier in his career, Samson worked with Credit Agricole Indosuez Manila Offshore Branch, Indosuez W.I. Carr Securities (Phils.), Inc., Amon Securities Corporation, and Rizal Commercial Banking Corporation.

Samson earned his Bachelor of Arts degree, major in Economics, History, and Political Science, from De La Salle University in Manila in December 1981.

His extensive experience in finance, risk management, and corporate governance is expected to further strengthen the SSC’s capacity to safeguard the long-term sustainability of the SSS and protect the interests of its members, pensioners, and their beneficiaries. #
