Body formed to determine useful life of city properties
The city government formed a joint committee to determine the estimated useful life of property, plant and equipment and semi-expendable properties of the city.
Under Executive Order No. 147, series of 2025 signed by Mayor Benjamin B. Magalong, the joint committee will be chaired by City General Services Officer Eugene Buyucan and City Accountant Fredda Jimenez while Assistant City Accountant Pedro T. Sawac and Assistant City General Services Officer Ma. Guadalupe C. Della will serve as the vice chairpersons.The committee members will be City Engineer Richard Benjamin Lardizabal, City Building Official Arch. Johnny Degay, City Environment and Parks Management Officer Rhenan Diwas, City Health Officer Dra. Celiaflor Brillantes, City Disaster Risk Reduction and Management Officer Engr. Charles Bryan Carame and Management Information and Technology Division Head Francis Camarao.
The committee secretariat will be composed of representatives from the various offices, namely, Arnulfo Baldos, Atty. Cherrybeth Batona, Jennifer Bay-on, Sammy dela Vega, Floretes Saking and Mark Christian Dato.Among the functions of the joint committee are to formulate policy guidelines or memorandum circular in determining or providing the estimated usefulness of an asset; conduct research and prepare master list of property, plant and equipment and semi-expendable properties with its suggested estimated useful life; finalize uniform table of estimated useful life of assets which is applicable to property, plant, equipment and semi-expendable properties of the city based on the city’s experience; formulate policy guidelines in determining or identifying whether the procured asset may be considered as inventoriable item, consumable, small value and the like and prescribe documents or requirements to support the establishment of estimated useful life of an asset and internal control procedures to ensure proper accounting, recognition, depreciation or impairment and disposition of city properties.
The mayor claimed that there is a need to create the joint committee to formulate policy and procedures relative to the establishment of a uniform table of estimated useful life applicable to property, plant and equipment and semi-expendable properties. – Dexter A. See
