Mayor forms body to implement civil registration program
Mayor Benjamin Magalong has issued Executive Order No. 156 series of 2025 creating a Technical Working Group (TWG) and Secretariat to implement the “Bawat Sulok ay Susuyurin” program, a citywide effort to locate unregistered residents and facilitate late civil registrations.
The program supports Republic Act 3753, which requires the proper registration of births, deaths, marriages and other civil status events.It aims to reach every household in Baguio to help unregistered individuals secure documents needed for access to social, educational, and economic services.
City Civil Registrar Luz Perez will chair the TWG, with City Social Welfare and Development Officer Liza Bulayungan as vice chairperson. Members include representatives from the City Planning Office, City Legal Office, City Health Services Office, PSA Baguio-Benguet, DSWD-CAR, the Association of Barangay Captains, the Public Information Office, and Helping Hands Healing Hearts Ministries.
The TWG is tasked to create strategies, coordinate with barangays and partner agencies, identify areas with low civil registration, ensure proper data gathering and reporting, and monitor program accomplishments.
A Secretariat under the City Civil Registry Office will handle administrative and technical support, organize TWG meetings, maintain records, consolidate reports, coordinate data collection, prepare monitoring updates, and assist field operations and information campaigns.Funding for the program will come from available City Civil Registry Office funds or other appropriate sources, subject to accounting and auditing rules. – Aileen P.
