Globe leads the way as the first telco to leverage RAP for Renewable Energy through ACEN

Globe and ACEN marked a milestone in their renewable energy journey on August 15, 2025, at The Globe Tower in Bonifacio Global City, expanding their partnership to deliver clean power to over 3,000 cell sites and facilities across Greater Manila and Region 4-A, as well as several cell sites and facilities in Central Luzon.
Led by Globe President and CEO Carl Cruz, ACEN President and CEO Eric Francia, and attended by the Department of Energy (DOE) Secretary Sharon Garin, the event highlighted Globe’s commitment to sustainable operations and efficiency.
Expanding Renewable Energy through RAP
Through the Energy Regulatory Commission (ERC)-initiated Retail Aggregation Program (RAP), multiple electricity accounts can be combined for competitive retail power sourcing. RAP allows lower energy-utilizing sites, like cell towers, to shift to renewable energy, reducing costs and carbon emissions.
Globe began piloting RAP in Greater Manila and Region 4-A in Q2 2025 with over 50 sites upgraded to smart meters. Earlier, 20 sites in Central Luzon were upgraded to smart meters and have been successfully shifted to RAP in July 2025; thus making Globe the first telco company to have one of its retail aggregated groups (RAGs) to make this shift.
Globe’s Renewable Journey
Globe CFO and CRO Carlo Puno highlighted the company’s efforts: “Leveraging programs like the Retail Competition and Open Access (RCOA) and the Green Energy Option Program (GEOP), we have already transitioned 36 of our high-energy utilization facilities to be powered by renewables. Today marks an even bolder expansion of this transition. We are now extending our renewable energy efforts to cell sites and other low energy-utilization facilities, through the Retail Aggregation Program, or RAP.”
Government’s Role and Mandate
DOE Secretary Sharon Garin underscored her agency’s role: “Our mandate under Republic Act No. 9136 or the Electric Power Industry Reform Act (EPIRA) is to ensure energy that is stable, secure, sufficient, and reasonably priced. Programs like RCOA, GEOP, and now RAP open the retail market to more consumers, including lower-demand users, so they can exercise the power of choice for cleaner, more competitive supply.”
She added, “Today’s ceremonial switching is more than a corporate achievement; it is a signal to the nation that clean, competitive, and accessible energy is here. I encourage more companies to explore RAP, GEOP, and RCOA; and together, let us extend these benefits beyond businesses and, in time, to households across the country.”
The ERC was also represented by Director Sharon Montaner, who appreciated Globe’s efforts in leveraging the RAP. She stated, “Globe’s leadership sends a powerful message – not just to the telecom sector, but to all industries: that corporate responsibility and climate action are not mutually exclusive. They are, in fact, inseparable.”

Globe’s Net Zero Roadmap
Globe President and CEO Carl Cruz highlighted: “I want to emphasize the profound significance of this initiative in accelerating our journey towards fulfilling our ambitious Net Zero emissions goal, verified by the international Science-Based Targets initiative (SBTi). This undertaking marks a pivotal step in our commitment to environmental stewardship, and our vision on climate action extends well beyond 2025 as we anticipate completing these 3,000+ sites no later than 2028.”
He added: “Globe remains deeply committed to being a proactive contributor to our country’s development, a commitment that reflects the legacy we’ve built over 50 years as a publicly listed company, grounded in financial transparency and good governance.”
The event brought together leaders from Globe, ACEN, DOE, ERC, IEMOP, and Meralco, featured partner messages, and a ceremonial toast, marking the scaling-up of Globe’s renewable energy transition in support of its net-zero ambition and long-term efficiency. ###
