Secretary of the Office of the Presidential Adviser on Military and Police Affairs (OPAMPA) Roman A. Felix served as the Guest of Honor and Speaker during the PDEA Monday Flag-Raising Ceremony on April 7, 2025 at the PDEA Grounds, National Headquarters, Quezon City. Attending alongside him was Undersecretary Ariel Caculitan, the Presidential Adviser on Military Affairs.

In his speech, Secretary Felix emphasized the importance of loyalty of the country’s law enforcement agencies and the armed services to the Commander-In-Chief, President Ferdinand R. Marcos, Jr. “Our loyalty to the President must be unconditional and unwavering at all times”, he said. He also expounded on the true essence of loyalty by citing the “Pledge of Loyalty” written by Elbert Hubbard. “Let us remain steadfast and resolute in ensuring the political stability of the PBBM’s administration and let us defend the duly-constituted authorities at all times and at all costs against the enemies of democracy”, Secretary Felix added. He also thanked the men and women of PDEA for their loyal and dedicated service to the country and to the Filipino people.

As a gesture of gratitude, PDEA Director General Undersecretary Isagani R. Nerez, together with his two Deputies, Assistant Secretary Renato Gumban, Deputy Director General for Operations (DDGO); and Assistant Secretary Israel Ephraim Dickson, Deputy Director General for Administration (DDGA), and Chief-of-Staff Director Emiterio Bitong, presented Secretary Felix a Plaque of Appreciation and other token items for his staunch support to the national anti-drug campaign.
